- consolidate build.yaml and build-dev.yaml into a single workflow
- run Gradle in gitea-runner/archlinux with setup-java (graalvm 25) and setup-gradle
- pass the prepared docker build context to host jobs via artifacts
- bump gradle wrapper to 9.7.1
